That’s what “Waiting For The Barbarians” is about

Oscar winner Mark Rylance (“Dunkirk”) portrays an unnamed magistrate in a small frontier town in the middle of the desert. There are nomads lurking outside the city gates, but there aren’t really any problems with them. However, that all changes with the arrival of Colonel Joll (Johnny Depp). The secret policeman has one of the so-called “barbarians” tortured until he finally “confesses” that the nomads are arming themselves and planning an assault on the empire.

From then on, Joll and his sadistic deputy Mendel (Robert Pattinson) hunt down the nomads in the desert, while the remaining magistrate increasingly doubts the imperialist idea and a young nomad (Gana Bayarsaikhan), who has broken both ankles and eyes with a glowing fork burned starts to feed up…
